Abstract Abstract- Reflection on the Nigerian Government experiences in rural development showed that not much has been
achieved. There exists a sharp contrast between policy formulation and its implementation. The main objective of this study
is to empirically determine the level of community involvement and participation in developmental activities in the Niger
Delta rural communities, assess the impact of infrastructures on their living conditions and finally to identify the antecedents
of unsustainable infrastructural facilities in the region. Survey approach was used to obtain data from six communities across
3 oil producing states in the region using a total of 300 questionnaires. The findings revealed that community inputs and
interest are not put into consideration by the government (NDDC) in designing and implementation of developmental
projects particularly in the area of infrastructure. In the same vein, there is a lack of community interest and needs in projects
identification and execution. However, the paper has offered an insight and understanding on the relevance of community
driven developmental approach for successful implementation and sustainability of infrastructures especially in rural
communities.

Abstract Abstract
Public relations are, perhaps, the most
invisible aspect of business communication
known to man. The reason is because, though it
is called public relations, its activities are
hardly public. The only time it is seen in action
is when there is disaster or crisis. This is
because success is taken for granted and is
hardly acknowledged. This paper uses the
observation-participation (public relations)
and collective bargaining as crisis prevention
methods to appraise how industrial harmony
can be achieved. It also employs the theory of
corporate social responsibility (CSR) as the
thread that joins managerial and employee
relations together to foster organizational
harmony. The main objective is to highlight
how public relations and collective bargaining
can be employed to achieve industrial peace
and ensure employer-employee satisfaction
without which organizational or corporate
growth is impossible. The findings reveal that
where management fails to create conducive
atmosphere for employee growth by denying
the workers avenues to fully express themselves
in matters concerning them, the organization
suffers. Again, where employees fail to utilize
the communication outlets open to them, all the
stakeholders pay the price through industrial
disharmony or crisis. Industrial peace is a
product of management-worker cooperation
and not a one sided affair. The implications of
this study are reflected in the fact that neither
management nor the employees want their
company to fail, thus, both parties lose
whenever there is crisis hence all must work to
ensure smooth flow of communication. Again, a
crisis situation affects not only the organization
but also all its stakeholders which includes the
society and the government

Abstract ABSTRACT: The global quest to fight terror worldwide cannot be
over emphasised as extremists and non -state actors continue to ravage
the ungoverned spaces opening up around the globe. Consequently,
this work is an evaluation of the use of ICT in counter terrorism efforts
in Nigeria as a fledgling democracy. The study reviewed the
challenges and prospects of the application of ICT to counter terror in
a country where Boko Haram, ISWAP, and other militant groups have
continued to challenge the legitimacy and territorial integrity of the
Nigerian state. The work used the mixed method –comprising
qualitative and quantitative analytical efforts and found out that for
the Nigerian State to make sustainable impacts in her counter terrorism
efforts ICT should be the pivot. In the same vein, the study advocated
adequate training and sustainable Information Technology policy and
culture that will encourage the development of substantial capacity to
drive an ICT-driven counter terrorism in a world full of rapidly
mutating terrorism.

Abstract The article critically examined the socio-economic effects of early marriage on the girl-child in Nigeria,
using Delta State as a case study with which to generalize on the country because of similarities in the practice.
Early marriage is not new among many ethnic groups of the world particularly in Nigeria. However, the practice is
the product of tradition, culture and religion. The study which utilized the in-depth and key informant interviews and
group focus discussions revealed that child marriage is a common feature in the communities studied with its
attendant negative reverberations on the girl-child and society. It further showed that it may likely not discontinue
despite conventions against it. The study however recommended intervention strategies to equip the girls in all
ramifications to free them from the burden of forced marriages and guarantee their future wellbeing.

Abstract Introduction: With the growing mammoth of uncollected waste littering the streets of Warri despite the fact that
scavenging is a lucrative venture that can eradicate the waste at same time provide income for those within the
sector yet this opportunity has not been properly harnessed. Methods: the paper adopted a mixed research data
collection technique involving the combination of qualitative and quantitative instruments. Findings: Among others
it was found that scavengers within the study help to recycle solid waste materials, as most of the scavengers pick
iron leftovers which they resale to iron smatters. Again, it was also found that’s cavengers contribute to reduce
incidents of flood in the society through solid waste collection from neighborhoods. Secondly, scavengers help to
reduce the burden of dirt and filth from the environment which is hazardous to human health. The study also found
that scavengers are treated with disdain and seen as socially unfit individuals. Conclusion: The activities of
scavengers though has consistently remained unrecognized; it has become very useful in the drive to friendly ecosystem. Therefore, this paper recommends that the government should harness and organize the activities of
scavengers into fitting informal sector as these could help to reduce youth unemployment and further improve on
livability of cities.

Abstract The article examines flooding as the highest of all environmental menaces.
It posits that flooding is estimated to regularly claim over 20,000 lives per
time and negatively affects around 75 million people worldwide. Flooding,
as a natural phenomenon, is an ever-increasing global problem as well as a
social problem because it affects a significant number of people in society.
Having discussed the danger flooding pose to Nigerians, It is a sad commentary that after several months of the first confirmed case of the COVID-19 pandemic
in Nigeria, there are still very scanty local data and information on the virus. As a result, the country
still relies on foreign data and information. The purpose of this preliminary study is to investigate the
perception and belief of the pandemic in Delta State of Nigeria a month after the first index case in the
state. A questionnaire of 27 items was designed to represent five research questions (RQs). Both the
hard and electronic copies of the questionnaire were randomly administered to residents in the state.
The data collected were analyzed using simple percentages, bar and pie charts that are self- explanatory
to make the results accessible and comprehensive to the general public. The results showed that many
Deltans believed that the COVID-19 was real and not a product of the conspiracy theories. On the
biological background of the disease, 89.3% of the respondents are conversant with the general clinical
symptoms of COVID-19. Further, more of the respondents believed that both the elderly and people
with health challenges were more likely to be killed by the virus. Remarkably, 70% of the respondents
believe that the COVID-19 infection was preventable and curable and 60% of the respondents opined
that Nigeria had the expertise to find a cure to the disease. However, 36.26% of the respondents opined
that the response/handling of the pandemic by government and relevant agencies such as the NCDC is
adequate while 50.5% of them have contrary view. Though many of the respondents believed that the
closing of international borders, inter-state land borders and obeying the government lockdown rules
were responsible for the relatively low spread of the COVID-19 pandemic, more than half of the
respondents (53.6%) did not believe that Deltans are committed to adhering to all the guidelines given
by government during the easing of the lockdown. These findings on some aspects of epidemiological
study have provided local information on the perception of COVID-19 pandemic in Delta State which
is now in public domain for further discussion and possible adoption. We also provided a few
recommendations which included the need to fill the gap in the local information and data in order to
enhance the possibility of achieving efficacious local treatment of this disease.

Abstract Good governance and socioeconomic development are intertwined concepts that have largely
been elusive in Nigeria resulting from poor leadership, weak institutions, pervasive corruption,
ethnic and religious conflicts among others. This paper critically investigated the gap between
good governance, social justice and national development in Nigeria. To realize this objective,
the paper examined the nexus between good governance and socio-economic development and
how these impinge on social justice in the country. The paper argues that governance template
in Nigeria promotes inequality and underdevelopment and even when it appears that efforts are
made to implement social justice, what obtains in practice is that a few individuals are enriched
while the majority are deprived. The paper further notes that because of the outflow of
resources perpetrated by a few, there have not been ample resources to go round. Thus, the
implementation of social justice has been fraught with certain discriminatory policies
culminating in its politicization and commercialization. This paper is of the view that social
justice exists for a few who control the economic and political power in the country. This paper
therefore, recommends that, there is need to enthrone purposeful leadership and good
governance for rapid socio-economic development for social justice to thrive in Nigeria.
